Lorraine opened the meeting giving a brief overview of how this meeting went, invited Eve Biggers-Lewis and Tatiana Kotlove to share any further thoughts as other members present at the meeting.

Infrastructure Expansion Act (HR 3548)
Discuss reaching out and having Langworthy address WBC
Rep. Nick Langworthy (R-NY) has introduced Infrastructure Expansion Act of 2025 (HR 3548). A federal bill that would preclude absolute liability in any action against a property owner or contractor for certain federal infrastructure and transportation development projects for any injury associated with an elevation-or gravity-related risk occurring on those projects. This applies to federally owned or operated projects and to projects receiving federal financial assistance for infrastructure and transportation development. In any such claim, a state must apply a liability standard that considers the comparative negligence of the injured person when such negligence is a proximate cause of an injury, and state law would otherwise apply absolute liability as the basis for such claim. The bill applies to claims arising from projects in which a state or local government accepts federal financial assistance beginning on or after January 1, 2026.

Action Items:
Chair PPC and ED to draft email asking all WBC members to share DBE news and updates with Felice.

Action Items:
Confirm if Angela Provvisiero’s NAICS code issue is still pending.
Reach out to Tynesha Dyer, Deputy Commissioner at SBS to understand if and how NYC matches NAICS codes to contracts for MWBE vendor assignment.

Action Items:
Confirm with SBS if CUNY Disparity Study is also considering changes in certification process for greater efficiency
