Volume I, Issue 42 - Week of November 2nd - October 26th, 2009

President Obama announced plans last Wednesday to put more effort in helping Small Business Enterprises breakthrough our current recession. After months of criticism, his administration is taking steps towards improvement by allowing smaller community banks to borrow at low rates from the Treasure Department's Troubled Asset Relief Program. Also this week, Obama broadcasted his idea about big banks that have received bailout money, to lend some to certified Small Business Enterprises since many of them are still unable to get credit.

Pennsylvania has followed New Jersey’s lead by putting an executive order in place to ensure Small and Disadvantaged Businesses get a share of federal stimulus contracts. Governor Ed Rendell signed a measure last Wednesday to strengthen roles of SDBEs under the plan. The state's goal is to send at least 10% of American Recovery and Reinvestment Act contracts to SDBEs.

New Small Business and Mentorship Legislation at the Federal Level
US Congresswomen Yvette Clark has sponsored new legislation that will support building capacity for small businesses through mentorship focused on financial and insurance requirements, among other tools. Defending Obama's Small-Business Agenda

Last week, President Obama announced new initiatives to spur lending to small businesses, including higher caps on loans guaranteed by the Small Business Administration. The Obama administration acted after enduring months of criticism from small-business advocates, some of whom say the measures are too little too late. In an interview, the S.B.A. administrator, Karen Mills, spoke about this and other efforts by the Obama administration — including her assertion that the agency is currently well ahead of its goal of making sure that at least 23 percent of government contracts go to small businesses.
