Federal stimulus money continues to trickle in. According to the New York Times, Washington has paid out less than six percent of the funds from President Obama's stimulus package, though the administration claims that the program is on schedule and that the promise of federal money has spurred construction projects and has helped prevent even worse job losses in the industry. Private equity and venture capital leaders in Washington this week are advocating a "trickle up theory" to potentially jumpstart the economy and provide access to capital for minority and small businesses.

Here in New York, developers have run into legal and financial difficulties at two high-profile sites. The Port Authority of New York & New Jersey, which owns the World Trade Center site, is pressing developer Larry Silverstein for one of the plots for his three planned towers, which the Authority hopes to turn into a luxury hotel and residential space. In Brooklyn, meanwhile, the Forest City Ratner Cos. Atlantic Yards development is fighting against eviction as they move ahead with plans for the yards. Read the articles below for more information.

New York Times Profiles one of the Women Business Council Members

The workshops are the first of their kind to be held in Rochester, said Beverly Jackson, president of RMBDC, a consulting company that works on public projects to ensure compliance with hiring requirements. The project's scale "presents far-reaching opportunities" for small disadvantaged businesses, Jackson said.

In August 2006, Governor Kaine issued Executive Order 33 to enhance state contracting opportunities for small, women- and minority-owned (SWaM) businesses with an aggressive goal of spending 40% of the Commonwealth's approximately $5 billion annual discretionary budget purchases with small businesses. Buildings Commissioner Robert LiMandri joined Immigrant Affairs Commissioner Guillermo Linares, representatives from the city’s leading construction firms, industry unions and worker advocacy groups to announce the launch of a citywide worker safety campaign to encourage construction workers to properly wear their safety harnesses at all times while working at a construction site. Thousands of posters, banners and brochures - in English, Spanish, Russian, Chinese, Korean, Hindi and Urdu - are being distributed throughout the city, including high-rise construction sites, designated worker centers, union halls, community centers, telephone kiosks, and the Buildings Department’s five borough offices.
