First Contracts Put out For NY-NJ Tunnel

Transportation officials opened bidding Friday on an $8.7 billion construction project to build a new rail tunnel between Manhattan and northern New Jersey, the biggest transit project in the country.
The officials released preliminary designs for two segments of the new train tunnel under the Hudson River. The entire project, expected to be finished by 2017, will allow New Jersey to dramatically expand its train schedules by eliminating a bottleneck under the Hudson River.
Governor Using $1.3 in Stimulus Dollars to Avoid Use of Nuisance Taxes

Using stimulus money, the state will eliminate $1.3 billion of proposed tax increases, Gov. David Paterson said Wednesday.
That includes revoking a proposal to limit a sales tax exemption for businesses on their capital improvements that would have generated $120 million for the state in its next fiscal year, which starts April 1. Paterson also said the cap on fuel taxes will remain in place.

NYC Proposes Plan for Governors Island

The city’s proposal comes as the agency that runs the island faces a budget shortfall that could force the island to shut down on April 1.
The agency has requested $12 million for its operations this summer. The state and the city traditionally split the funding and authority over the island evenly, but Gov. David Paterson did not include any money in the budget he proposed in December for the island.
