The country’s construction industry has been prominently featured in the news this past week in the context of the presidential Economic Recovery Program. While President Obama has hailed beginning of new highway construction, he has also ordered an overhaul of the ‘broken’ US government contracting system. In New York State, transportation officials have already started reviewing bids for upstate road and bridge jobs, while Governor Patterson has ordered an update for the state’s Rail strategy.

On March 20th, the Women Builders Council, the Jamaica Business Resource Center and the School Construction Authority Equal Employment Opportunity Advisory Committee, along with many esteemed industry associations, will be honoring Michael Garner, the new Chief Diversity Officer at the MTA. Michael brings over 10 years of advocacy on behalf of M/WBEs. Moving Forward at the MTA: Minority & Women Business Enterprises

Michael J. Garner, MTA’s new Chief Diversity Officer, will address new plans for advancing MWBE opportunities at the MTA. Mr. Garner, formerly Senior Director of Business Development at the New York City School Construction Authority, has been credited with developing a national model for expanding opportunities for MWBEs through mentorship and capacity building programs. He will share new MTA initiatives.

Celebrating Over a Decade of Accomplishments
In recognition of Mr. Garner’s accomplishments for advocacy on behalf of MWBE firms, the sponsors of this event will present Mr. Garner with a special plaque to recognize his contributions to New York’s construction industry.

The Office of General Services is sponsoring a free event to provide Architectural/Engineering Consultant Firms, and Minority and Women-owned Business Enterprise (M/WBE) Consultant Firms with the opportunity to get to know each other and to form business relationships.

This initiative will provide prime consultants with an opportunity to interview M/WBE consultants regarding future projects. M/WBEs will be able to speak directly with the prime consultants to present information on their experiences, capabilities and their availability for future work. A presentation on stand-alone and term contracts and letters of interest will also be offered.

Stimulus Spurs Road Projects, Big and Small

Kansas will widen U.S. 69 to remove a bottleneck outside Kansas City, along with a few other expensive projects. Maryland will spend its money in smaller pieces, resurfacing dozens of rutted roads and highways. Colorado will build an interchange on Elk Creek Road in Jefferson County, complete with an underpass for the elk.

Governor Paterson Announces First Statewide Rail Plan in More Than Two Decades

Governor David A. Paterson and New York State Department of Transportation (NYSDOT) Commissioner Astrid C. Glynn today announced the release of the 2009 New York State Rail Plan, providing the first comprehensive update of the State's rail strategy in 22 years and fulfilling a prerequisite for federal funding for rail capital improvement projects. The announcement was made at the Capital District Transportation Authority's (CDTA) Rensselaer train station.

The Chicago Transit Authority retirement plan had a $1.5 billion hole in its stash of assets in 2007. At the height of a four-year bull market, it didn’t have enough cash on hand to pay its retirees through 2013, meaning it was underfunded to the tune of 62 percent.

The CTA, which manages the second-largest public transit system in the U.S., had to hope for a huge contribution from the Illinois state legislature. That wasn’t going to happen.
FDIC Possible Insolvency This Year

Federal Deposit Insurance Corp. Chairman Sheila Bair said the fund it uses to protect customer deposits at U.S. banks could dry up amid a surge in bank failures, as she responded to an industry outcry against new fees approved by the agency.

"Without these assessments, the deposit insurance fund could become insolvent this year," Bair wrote in a March 2 letter to the industry. U.S. community banks plan to flood the FDIC with about 5,000 letters in protest of the fees, according to a trade group.

State Issues First Transportation Grants Under Stimulus Plan

New York's first stimulus projects inched closer to reality yesterday, as transportation officials began reviewing bids for four upstate road and bridge jobs.

The projects, among 11 announced Feb. 23 by Gov. Paterson, will consume but a fraction of the $4 billion in infrastructure aid New York expects to get from the American Recovery and Reinvestment Act in the coming months.

State legislation designed to rescue straphangers from massive service cuts and fare hikes could emerge in Albany as soon as Monday, sources said Friday.

If approved by the state Assembly and Senate, the plan not only could put the Metropolitan Transportation Authority on firmer financial ground - but also under new leadership.

The rescue plan, which proponents hope is finalized over the weekend, merges the MTA's unsalaried, part-time chairman's position with the full-time chief executive officer's post.

New Worker Safety Campaign

Buildings Commissioner Robert LiMandri joined Immigrant Affairs Commissioner Guillermo Linares, representatives from the City’s leading construction firms, industry unions and worker advocacy groups to announce the launch of a citywide worker safety campaign to encourage construction workers to properly wear their safety harnesses at all times while working at a construction site. Thousands of posters, banners and brochures - in English, Spanish, Russian, Chinese, Korean, Hindi and Urdu - are being distributed throughout the City, including high-rise construction sites, designated worker centers, union halls, community centers, telephone kiosks, and the Buildings Department’s five borough offices.
